This change has not yet been voted on by Fesco, so it's largely not included in the rebuild: gcc was still using a 13.1 version, glibc was at a 2.38 pre-release (not much we can do about that given the schedule), and more importantly, the planned changes in the build settings were not included. I believe someone spoke to the proposal owner who encouraged to go forward with the mass rebuild, but this doesn't mean the planned change were included.
