Could you explain what certification means?
It sounds like you run some very expensive tests, and building is actually fast.

Would it not be much nicer to just skip the tests in that case and only run in 
the oldest version?
That seems like it would give you most of the benefits, and still allow to get 
e.g. newest flags as well as allowing users to easily rebuild from source.
