Packages are not supposed to depend on files/directories outside
/usr/bin, /usr/sbin, and /etc (or paths in explicit Provides:), although
that restriction is a SHOULD, not MUST.  So unless that's changing, dnf5
needs to still be able to download the filelists repodata.
