I believe that Nikola is linking to the system libraries, similar to the
way we did it in the original submission. We had a reasonably long
conversation on that when he created the review.

When we retire the awscli (the v1) I thought it would be beneficial to
ensure that there is a "Provides: awscli" in the awscli2, but it's actually
already there. I forgot and didn't look before I spoke. It's there, so
ignore this bit.
