dogtag-pki spec explicitly depends on
java-17-openjdk-devel/java-17-openjdk-headless and is no longer showing as
orphan-impacted (it was yesterday though?).
The rest of our java packages do not explicitly depend on any JDK, yet show
as orphan-impacted directly depending on java-1.8.0-openjdk, which
according to the spec is not the case.
