Knowing that it should work, I tried from Windows and it seems OK.  Newline 
issue perhaps.

 

BTW, that mailto was not in my original email.  Some Outlook 'value add', 
detecting the email address and trying to be helpful.  ☹

Is that the wrong format?  Is RSA-4096 invalid.  In the file, the key has no
newlines.  Is that a problem?
 
It works on github and our internal git repo.

No, that should work fine. Make sure you put it all on one line and it
has the full format... ie, 
ssh-rsa the-key-ending-with== comment

Maybe the  <mailto:...> <mailto:...> bit at the end is causing the issue?
