No, don't do that. It depends on where you want to do it. From a spec (typically for a package with broken parallel build):

%global _smp_ncpus_max 1

(a %define will do just as well), or "%_smp_ncpus_max 1" in a macros file. Or set RPM_BUILD_NCPUS environment variable to 1.
