I'm not sure what could be the issue, but I can reproduce this by creating the simplest hello-world package containing:
Recommends: tex(latex) When I build this package and try to install it in Fedora <= 38, texlive is pulled. But nothing else (apart from the package itself) is installed in rawhide.
