There is now new web form for waiving failed/missing test results:
https://waiverdb.fedoraproject.org/api/v1.0/waivers/new
The page supports authentication using OpenID Connect via web browsers.
Default parameters can be also passed to the form:
https://waiverdb.fedoraproject.org/api/v1.0/waivers/new?subject_type=koji_build&subject_identifier=clang-16.0.0-1.fc39&testcase=fedora-ci.koji-build.tier0.functional&product_version=fedora-39

Important note: We do not maintain waiverdb-cli utility anymore.
