I believe they are defined by the kickstarts at
https://pagure.io/fedora-kickstarts which for the server group is fairly
simple and uses what is defined in 'comps' which is defined in
https://pagure.io/fedora-comps . The instructions on how to do PR's for
either of these seem to be documented in the README.md
