Clarification: It is *already* part of the meeting (preparation) process to update tickets with "this is going to be discussed, @user1 @user2 if you have time please join". We added this for exactly that reason a few release cycles ago. Sometimes that just doesn't happen properly due to late / hurried / incomplete meeting prep.
