Nope, koji and pungi have no idea about 'older' or 'newer', they only
know 'latest tagged package' and 'previously tagged package'. 

So, when pungi does a compose it asks koji: "hey, give me the last
tagged package for all packages in f38 tag". 

So, in this case if we did let this through, the 'older' one would be in
the compose.
