My guess is that dnf5 is an entirely different beast than dnf. dnf was written in python, dnf5 is written in C (?), so it's not just a major version upgrade.
It is different beast for developers and author of plugins. Otherwise 1) it has configs on the same place 2) the configs values are the same 3) the command line options are almost the same.
