Thanks for the info and yeah, that seemed to do the trick in enabling
it, but unfortunately it still works, in that I am able to build the
package successfully without errors. :\

so it’s pretty frustrating. The weird thing is that it was working
before with earlier builds of Swift.
You need to enable it at the beginning of %build

# Enable GCC Toolset 11
. /opt/rh/gcc-toolset-11/enable
%endif
Then it'll work.
