Hi,

signal-desktop package for Fedora is from openSUSE repo. I installed it using 
the following commands.

dnf config-manager --add-repo 
https://download.opensuse.org/repositories/network:im:signal/Fedora_36/network:im:signal.repo
dnf install signal-desktop
