You are allowed to put FOSS kernel-modules (I believe the IPU6 kernel bits are 
FOSS, but this needs to be double-checked) in COPR. But you are not allowed to 
put any non FOSS software like some of the userspace bits in COPR, so COPR will 
not work to make the full stack necessary available.

Note if you are already a Fedora packager then you are welcome to rpmfusion and 
rpmfusion's workflow is (deliberatily) pretty close to Fedora's so there is 
almost no learning curve.
