That indeed appears to be the case. The f37-rebuild build target[1]
builds against f37-build but tags completed builds into f37-rebuild.
ode-0.16.2-2.fc37[2] is only tagged into f37-rebuild.

Also, looking at ompl, one of ode's dependents, you can see that it was
rebuilt against the old version of ode:

In order to fix this, a provenpackager will need to build all of the
dependents in a sidetag like normal. Preferably, this could happen
before the mass rebuild tag is merged back into f37. I am a bit busy
today, but I suppose I could do this later if nobody beats me to it.
