Hardware decoding in ffmpeg is nonfunctional with stripped build-in codecs parts.

That's not exactly correct, for instance internal ffmpeg AV1 decoder is VA-API only, i.e. accelerated and ffmpeg does not ship internal SW decoder.

OTOH I don't believe it's possible to use H.264 HW decoding without patented parts as the decoding involves buffers ordering/stream extraction and so on.
