proposal authors, who claims one will be

Limitations in tooling to not report violations
of the intention of the requirements IRT
licensing formats really seem besides the
point (although it might very well influence
the final approach).

I would ask that the proposal authors
converge on whether SPDX licenses
will be allowed for all supported branches.
Only then can one have a clear idea
as to package(r) impacts and (perhaps)
how to move forward.
