I don't recall if this has been discussed before - probably has, so
apologies: do we know if projects like Python (with PEPs) and Swift
(with Swift Evolutions) have the same issue with inaccurate media
reporting?

The announcement looks like this:

with the title being SE-{number}: {title}, with the text making it clear
that 'we are reviewing this proposal' and what a review entails, and the
proposal itself is just linked instead of inlined - and has a field
early on describing its current status.

(We don't number proposals, though maybe we should, but the rest could
probably be considered).
