Any attempt to connect to pagure.io / pagure.org right now appears to
be getting immediately terminated before TLS handshake even runs. It
was reported to me by a 3rd party user trying to access some release
files hosted there, and confirmed it myself too. 

I would report it to Fedora infra, except IIUC the infra ticket system
is on pagure. So I mention it here in the hope that someone will see
it.

I do see status.fedoraproject.org claims there was a pagure outage
yesterday which was resolved, due to a network problem. It seems to
have recurred...
