This is a statement of a well-known fact, which you have stated before.
It doesn't seem to have any purpose.

I will note, that I recognized this issue and am delaying doing some updates for f34 and f35 until after the f36 beta freeze is lifted. These aren't urgent updates so it is not a big deal. If it is desired not to have a lot of downgrades for beta or final it might be useful to publicise to packagers that for low priority updates it is preferred that they delay updates during beta and/or final freezes.
