Because, old accounts should be able to have reduced privileges after a certain period of inactivity I would think, but I am reluctant to advocate removing users simply for inactivity since that state can as easily change without notice to the communty necessarily.
But maybe I miss the point of the original idea, since there also seems to be a tie in to how secure the build system is which to me is a different discussion, with some overlap of functional outcome.
