So looking through this, I see: https://fedoraproject.org/wiki/Changes/PPC64LE_Float128_Transition This change looks like it's been pending for a while, bumped back multiple releases, and then landed without update? It seems incorrect that the scope is limited to a few packages as stated (and that a rebuild is all that is needed).
