Well, the thing is - there isn't really anyone obliged to review package 
submissions.
Almost every single review is done by volunteers, using their free time.

You can try asking people on this mailing list... like you just did! :)
Proposing a review swap is also a somewhat popular process.
The IRC channels are also a place to hang out and ask people.

New packages don't have to wait until a new version of Fedora
comes out, they can be added to existing releases.
