How exactly do you reproduce this problem?
mupdf (mutool) works with the tesseract5 build (tested on F35, though), as does
PyMuPDF.
It's reproducible via command line, say
tesseract out image.tif PDF
The CMake build scripts are pretty broken, they omit installing lots of
stuff. I've reverted to autotools, but unfortunately there is some
brokenness with ARM NEON detection which I'm trying to fix up....
