Update: the appears to only be an issue with the aarch64 build so that explains 
why I can't duplicate it on my x86_64 machine.

Looking closer at the aarch64 build output, reveals the rpath is being inserted 
via libtool:
/bin/sh ../libtool --tag=CXX --mode=link g++  -O2 -flto=auto -ffat-lto-objects 
-fexceptions -g -grecord-gcc-switches -pipe -Wall -Werror=format-security 
-Wp,-D_FORTIFY_SOURCE=2 -Wp,-D_GLIBCXX_ASSERTIONS 
-specs=/usr/lib/rpm/redhat/redhat-hardened-cc1 -fstack-protector-strong 
-specs=/usr/lib/rpm/redhat/redhat-annobin-cc1  -mbranch-protection=standard 
-fasynchronous-unwind-tables -fstack-clash-protection  -Wl,-z,relro 
-Wl,--as-needed  -Wl,-z,now -specs=/usr/lib/rpm/redhat/redhat-hardened-ld  -o 
libfcgi++.la  -lfcgi -rpath /usr/lib64  fcgio.lo  

Following the rpath removal steps for libtool, solves the issue and fcgi now 
builds on all arches:
%configure
sed -i 's|^hardcode_libdir_flag_spec=.*|hardcode_libdir_flag_spec=""|g' libtool
sed -i 's|^runpath_var=LD_RUN_PATH|runpath_var=DIE_RPATH_DIE|g' libtool
