This is actually a split of an existing package. The existing package (https://src.fedoraproject.org/rpms/libguestfs) is huge and unwieldy and upstream we've split off the tools part from the library part. So I want to make the same change downstream. It's explained in more detail in the bug comments. Will swap for a package of similar complexity.
