It's hard to tell without any context, but this seems to indicate that
--with-arch had no effect.

The GCC build system is legendarily opaque, very few people understand
it, and no one is going to help unless they are motivated somehow.  I
would recommend that you dive in and try to read the documentation and
the code yourself.
