It already often isn't, because people use the autopush mechanisms. Which are the default. I know you don't agree with that either, but they're already there and are used on almost all updates. There have been multiple occasions where an update that had a bug which openQA caught got autopushed stable because they got sufficient positive karma before I could notice the failure and -1 the update to disable autopush.
