Unless somebody can offer more help, I think this option is what I'm
going to have to take.  The dll builds without any trouble.  I
understand that after that I need to pack things up into a nupkg and
install that under %{_libdir}/dotnet, right?  My attempts at packing
things up into a nupkg so far have all run smack dab into this issue:

None of the remedies suggested in that issue will work, as they either
require network access or require bits we don't have in the Fedora
dotnet packages.  At this point, I don't know what to do.  I'll wait a
day to see if anybody else has a suggestion, but I personally have hit
a brick wall.
