The GL_OUT_OF_MEMORY errors I had in mind were resulting from fragmentation
more than actual lack of memory, IIRC.

But I agree that shouldn't occur as soon as the system is started, so if
you do not see any such error in your journalctl logs, let's forget about
that.

I'm not sure a problem with Fedora 28 and a thread more than two years old
is actually relevant to the issue at stake here though.

That isn't reproducible anymore, but other issues (might) remain.
