Just because it's easier not to follow expected process doesn't mean
they shouldn't.

If waiting too long is a problem, set a timeout - send a PR, if it's not
merged in two weeks then provenpackager it in.

And if your change requires touching enough packages that this is
untenable, I urge you to seriously rethink whether it's worth doing.
(Spec file cleanups generally aren't, for instance.)
