I am pretty sure cvs already ships systemd service files.

The issue is that there is also a sub-package built that
requires xinetd (cvs-inetd?).

So, if my belief is correct, this can be easily resolved
by no longer building/shipping the cvs-inetd subpackage
(at least for Fedora).
