Looks like the F31 package is broken, the Supplements there do not
make sense and pull in desktop-specific subpackages improperly. This
problem was identified before the release of F32 and the F32 package
is fixed.
F31 packages and previous will get fixed. Recommends command will get
applied for nearly all versions of backgrounds as update.
