I agree that the current design of Modularity is inherently flawed (because 
it allows version conflicts to happen that cannot be resolved by the user), 
but in the context of RHEL, I can see where the demand comes from, whereas 
in Fedora, the problem Modularity is trying to solve did not exist to begin 
with.
