I don't think it is allowed to reuse the git repo (and the name) of a retired package for a completely different one, even if their name it's the same... In my opinion you should file a review ticket for the new package with a name which avoid present and future conflicts, the name 'vault' is just too generic: https://docs.fedoraproject.org/en-US/packaging-guidelines/Naming/#_conflicting_package_names Maybe someone with more knowledge here can tell you the right procedure for this case.
