It seems that cmark was rebased to 0.29.0 version changing SONAME from
libcmark.so.0.28.3 to libcmark.so.0.29.0 without any announcemnt. These
packages are affected:

mkvtoolnix-41.0.0-1.fc32.src.rpm
nheko-0.6.4-3.fc32.src.rpm

perl-CommonMark-0.290000-3.fc31.src.rpm
spectral-0-6.20200123git6af7bef.fc32.src.rpm

What's more serious is that a maintainer attempts to push this incompatible
package into Fedora 31.
