Apparently, yes. At least with the current approach, it should be easily scriptable with a few dozen LOC. You could file an RFE for pagure (-dist-git?) (since those assignee overrides are currently getting implemented there) to make EPEL branches always have an "orphan" override by default, unless somebody actively changes that value.
