Building of "gradle-local" was disabled with a build conditional.
Re-enabling it is possible as long as its dependencies are packaged
and included in Fedora. To enable it, first make sure that its
dependencies (i.e. "gradle" and "xmvn-connector-gradle") are in
Fedora, then open a bug against "javapackages-tools" asking me to
re-enable "gradle-local".

In other words, you need to add gradle to add gradle-local and you ned to add gradle-local to add gradle. This requires something we call bootstrapping and is one of the complicated stuff that usually requires package maintainers of all relevant packages cooperating very closely.
