That's (the distribution) Fedora's niche. Fedora (the community) is also largely driven by volunteers, who each have their own reasons for contributing to the project. Finding the right balance of forward-leaning and features first, which still focusing on usability is a hard problem to solve. The proverbial pendulum does swing back and forth between "things are moving too quickly, and things are broken because of it" and "things aren't moving quickly enough" quite a bit. But to "stop doing projects", to use your words, is not what Fedora is known for. -- Jared Smith
