I didn't know that it has been basically unmaintained for so long ... This post predates even my becoming a "packager" in fedora :/ Concerning JBoss / wildfly: We'll eventually get rid of most JBoss / wildfly packages anyway. However, the team responsible for dogtag-pki still needs some jboss packages as dependencies, so we can't just retire everything. This is why we decided on the current procedure - only try to find maintainers for packages the stewardship-sig and the dogtag-pki stack don't depend on, and orphan / retire unnecessary packages "layer by layer". The end result should be about the same, but this way maintainers of dependent packages have more time to adapt and / or react to changes, and the changes themselves are smaller.
