The usual reason for this is that the package has been retired, and the block is what actually removes the last-build version of package from the distribution. Looking in git I see that the package was retired 12 days ago (https://src.fedoraproject.org/rpms/thrift/c/3f15a694dbea566c94faff611bfcb8c87572c552?branch=master), and a revert was committed twelve hours ago.
