This is an interesting idea, I've opened a ticket on greenwave to track it: https://pagure.io/greenwave/issue/466 We already have global (ie: distro-wide) policies that we can enforce, so they would be your "default", but your mechanism still allows for opt-in/opt-out which the distro-wide policies do not.
