The dependency chain of libvirtd is just doomed from this perspective.  For 
Fedora Silverblue (and FCOS) we make the intention decision not to include it 
by default (though I personally have it package layered).


(Using qemu inside a container without libvirt is also a nice pattern, we use 
this in https://github.com/coreos/coreos-assembler )
