I didn't realize that groups couldn't be primary admins, which makes this all more complicated than it needs to be. On a related topic, wasn't the orphan retirement process supposed to be amended, so that packages that still have co-maintainers will be assigned to one of those instead of being retired directly? This would mean that @stewardship-sig could be admin for orphan packages, without them being retired after some time.
