Looks like the problem is with fedora updates source repository metadata. I've downloaded metalink from URL https://mirrors.fedoraproject.org/metalink?repo=updates-released-source-f29&arch=x86_64 I checked a few mirrors from the list and the content of primary metadata file is somewhat unsatisfying (basically it is empty):
