I think you have to be careful. I don't think we want every CLI
application, and I don't think we want to have frameworky things like
GCC available in software either, but somethings do make sense. For
instance, powertop seems a useful thing to have, especially if you can
launch it straight from gnome-software. I don't think a simple "no
command line apps" stance is so useful now.
