It cannot be one, as that is not a release-blocking image - none of the vagrant boxes are. But in process terms, Zbigniew is correct. All blockers must be tracked through Bugzilla, so if the 'correct' issue tracker is somewhere else, you have to create a shadow bug in Bugzilla. Just note that the Bugzilla bug is for blocker/FE purposes, and point to the external issue.
