Well, the "join the package collection maintainers" document explicitly tells new packagers to install fedora-packager, because it will "bring in everything necessary for general packaging work". https://fedoraproject.org/wiki/Join_the_package_collection_maintainers#Install_the_developer_client_tools So I would guess that many packagers have followed this advice and have it installed on their systems.
